What is alleged
Some accounts describe Rick Cutler — reportedly a retired police officer with 29 years of service, described in the investigation file as one of the people in the SUV and as the "arm puller" who reportedly attended to a mechanical issue before the shooting and took down a camera positioned behind Charlie Kirk — as wearing something around his hand. The file records the suggestion that it resembled a Pero wearable gesture-control device, a "smart mouse" operated by hand gestures, and poses the question of what he was gesturing.
@RealTruthJustic reposted, with the caption "Could this be it," an annotated still of the SUV interior originally posted by @DanCampbel44604. The still labels several seating positions with names. The original poster added caption text making serious accusations against named living people, alleging in substance that Mr. Cutler detonated a device and then strangled Kirk during transport.
A separate strand from unnamed accounts alleges that video shows a barrel or "CIA palm gun" in his hand, describing a "slim-black and barrel-like" object, a hand jerking "from the recoil," and a bullet visible mid-air.
Here is the most telling fact on this page, and it is about the material's handling rather than its content. The investigation file's own compiler deliberately did not publish the accusatory caption. The image was cropped to remove it, leaving only the annotated seating photo, and it was published with a prominent disclaimer stating that the site makes no claim that any named person committed any crime, acted illegally or immorally, or had foreknowledge of Kirk's death. The person compiling this investigation looked at this material and concluded it was not fit to publish as an accusation. The ordinary explanation

Security personnel, staff, and event attendees routinely carry and wear radios, earpieces, rings, fitness trackers, phones, keys, sunglasses, and pens. A retired police officer working an event would be unremarkable holding any of them. Reading a specific product — a gesture-control mouse, a concealed firearm — out of a few dark pixels is the same method that produces a face on Mars, and it is being applied here to accuse a real person of murder.
The strangling allegation is unsupported by anything whatsoever and defamatory on its face. It asks the reader to believe that a man strangled Kirk in a moving vehicle while others present — reportedly including Dr. Frank Turek — were performing CPR, and it offers no witness, no statement, no physical evidence, and no source.
