What is alleged

The investigation file records the core finding in a single compressed line: "Faculty had never been trained on active shooter protocols. No ambulance was on site. No outside law enforcement was coordinated. 6 campus cops for a crowd the chief later called 3,000." Each of those four items is a separate reported failure, and together they describe an event with a security posture far below what its eventual size would have justified. The file adds that UVU has acknowledged that additional documents exist and has refused to release them — which is itself the most checkable item on this page, because a refusal is a documented act with a documented reason.

Beyond the headcount, the file records that a joint UVU/Orem Public Order Unit — reportedly funded in part by UVU — was never activated for the event. It also records that the officers present reportedly handled perimeter and crowd-control functions rather than thoroughly clearing nearby rooftops, and that they "engaged no drones." Separately, the file notes that Brian Harpole has criticized UVU for not securing rooftops as promised and for broader security-planning problems, despite crowd size exceeding estimates. The ordinary explanation

This is the most banal explanation available anywhere on this site, and it is very probably the correct one. American universities are chronically under-resourced, and campus police departments are small, generalist, and stretched. Six officers for a lunchtime outdoor Q&A is unremarkable by campus-policing norms — the anomaly is that anyone counted. Universities also underestimate outdoor crowd sizes as a matter of routine, because outdoor events have no ticketing, no turnstiles, and no walls; the 3,000 figure is a number the chief arrived at afterward, not a number anyone planned against.

Staging an ambulance on site is standard for stadiums and motorsport, where the expected injury rate is nonzero and known. It is not standard for a campus forum, and no reasonable planner would have budgeted one. Rooftop clearance is an executive-protection function — the kind of thing a Secret Service advance team does — and a roughly 25-officer campus department is neither trained nor staffed for it. "Engaged no drones" describes a capability the department does not have.

Negligence and institutional complacency explain every single item on this list without requiring any coordination, foreknowledge, or intent by anyone. That is a real finding, and a damning one for UVU. It is simply not a conspiratorial one. The honest reading of this page is that a university failed at ordinary planning, not that a university helped kill anyone.

What would settle it

  1. Compel release of the additional documents UVU has acknowledged exist and refused to produce, with a stated legal basis for each withholding.
  2. Obtain UVU's written event security plan for September 10, 2025, and compare its stated crowd estimate against the chief's later 3,000 figure.
  3. Obtain UVU's staffing records for comparable outdoor events over the prior three years — six officers is only meaningful against a baseline.
  4. Obtain the Public Order Unit's activation criteria and the record of who decided not to activate it, and on what basis.
  5. Depose Brian Harpole on the record about what rooftop security was reportedly promised, by whom, and in what document.
