Results of the TPUSA DOGE Audit

"Turning Point Fraud Is OUT OF CONTROL (allegedly)" — Wolves And Finance (46 min), building on @theleahfiles financial reporting. Full transcript at the bottom of this page.

:::caution Attributed claims — disputed by TPUSA Everything below is a summary of allegations by named citizen investigators, not findings of fact. TPUSA and its attorney flatly deny all of it (see "TPUSA's rebuttal"). No court or regulator has established fraud. All named individuals are living and are presumed innocent. :::

The short version: the audit never happened

The DOGE-style internal audit that Charlie Kirk reportedly ordered in his September 2, 2025 memo was, according to investigators, never completed after his September 10 death. A week later, Erika Kirk was named CEO. In place of that internal audit, independent commentators — principally Leah Files (@theleahfiles), who describes a background with U.S. intelligence agencies, and Zach of Wolves And Finance — went through TPUSA's public 990 filings and published what they say they found.

What the reporting alleges (attributed)

These are the investigators' claims, drawn from public filings and presented as questions for a real audit:

The four-entity structure

The vendors and insiders

The post-death picture

  • The donation "hat" complaints: donors reported paying for a promised hat and receiving a rubber bracelet instead.
  • Candace Owens claimed TPUSA raised roughly $250M since the assassination.
  • A reported Treasury letter to Erika Kirk, signed by Treasury Secretary Scott Bessent, states there is no IRS investigation and that all four 990s were filed by May 15, 2025 — a letter Wolves And Finance controversially claims bears handwriting he believes resembles President Trump's. That handwriting claim is pure speculation by the commentator and is not established.

TPUSA's rebuttal (for balance)

The same video includes TPUSA's side, via attorney Robert Barnes on the Paramount Tactical podcast: "There was nothing wrong at all with any aspect of TPUSA's finances. They clearly complied with tax law. There was no fraud there… no evidence of any fraud… all the accusations are false. There's no proof to them whatsoever. If you look at the 990 forms, they completely comply with existing tax law." Barnes notes that no left-leaning group has challenged the returns, which he argues they would have if there were an obvious problem. The reported Treasury letter likewise states there is no IRS investigation.

Readers should weigh both: the investigators read the public filings as showing large, mis-categorized political spending; TPUSA's counsel says the filings are fully compliant and the accusations baseless.

Why this connects to the death

Investigators tie the audit to motive through the timeline: Kirk reportedly ordered an aggressive review, a Baker Tilly audit reportedly concluded June 20, 2025, he changed the COO on September 2, and he was killed on September 10. This is a sequence, not a proven causal chain. The purpose of documenting it is to argue for a trustworthy, independent investigation — not to declare anyone guilty.

Laws (Charlie Kirk)

  • The audit's scope and any findings, the four entities' complete 990 schedules, donor wire records, and the internal memos are exactly the documents the Charlie Kirk Investigation Laws are designed to force into public view.

Last week, I received a cease and desist letter from Turning Point. This is the first step in a lawsuit. If I post this video, Turning Point will likely sue me and try to destroy my life. I have a choice to make. I can speak the truth, but it will cost me everything I have. The corrupt turning point executives have forgotten something. In 1941, Pearl Harbor was attacked by Japan... [Zach opens with a Pearl Harbor courage metaphor and dedicates the video to Charlie Kirk's memory, saying "it's time to fly."]

He then addresses criticism from attorney Robert Barnes, who called Wolves And Finance "a big fat fraud" on the Viva Frei podcast. Zach says he actually likes Barnes but that Barnes is "misrepresenting" his work and "is not allowed to argue with the facts."

The Treasury letter. Barnes, on the Paramount Tactical podcast, showed a two-page Department of the Treasury letter responding to a request from Erica Kirk. Per Zach, it says: (1) there is no IRS investigation currently underway on Turning Point; (2) all four 990 forms were filed by May 15, 2025; (3) next year's forms will be filed by May 15, 2026. It is signed by Treasury Secretary Scott Bessent. Zach argues the IRS does not send "we're not investigating you" letters, calls it "a political favor to Donald Trump's personal friends," and claims the handwriting crossing out "Mrs. Kirk" and writing "Erica" looks to him like Donald Trump's — which he frames as potential interference. (This is his speculation, not established fact.)

Donation complaints. Zach reads messages from donors (e.g., "Margaret") who gave after Charlie's death expecting a hat and received a rubber bracelet instead, with a Facebook thread of others reporting the same.

The four entities. Turning Point USA, Turning Point Action, Turning Point Endowment, and America's Turning Point. Three are 501(c)(3); Turning Point Action is a 501(c)(4); plus Turning Point PAC (100% political). Zach argues America's Turning Point — managed by Tyler Bowyer, funded by an $8.6M transfer from TPUSA for "campus leadership programs" — gave Kirk "plausible deniability."

The audit. Zach walks through Turning Point Action's website "Chase the Vote" ballot operation in Arizona, Georgia, Wisconsin, Pennsylvania, Michigan, and Nevada, showing staff in MAGA hats posting partisan content, job postings paying ballot chasers and door knockers, and figures like Tatiana Pena and Justine Wadzak who reportedly paid a UPS-store mailbox for "110 LLC" (One Ten LLC). He contrasts this with the $637,500 (~3%) political spend reported on Schedule C against a $27.2M budget (up from $10.7M), noting TPUSA's own cease-and-desist letter attributed the $16.5M increase to "lobbying and political activity during election years," and that the letter revealed ~80 employees missing from America's Turning Point's 990s.

Erika Kirk / JD Vance. Zach shows Erika Kirk at AmericaFest endorsing JD Vance, arguing a 501(c)(3) endorsement of a candidate is prohibited (citing IRS Revenue Ruling 2007-41) and should have run through the PAC. (This is his legal interpretation.)

Timeline. Zach notes a Baker Tilly audit concluded June 20, 2025, speculating it would have revealed this to Charlie Kirk shortly before his murder. He references the Julie Spilsbury Mesa recall as an example of Turning Point's political operations harming a Republican, and cites Candace Owens' claim of ~$250M raised since the assassination.

Prison rhetoric. Zach compares the situation to the Steve Bannon "build the wall" nonprofit prosecution and says that under the same standard the leadership team — he names Tyler Bowyer, CFO Justin Olson, Andrew Kolvet, Blake Neff, and Erika Kirk — could face charges. (This is his opinion and rhetorical argument, not a legal finding; all are presumed innocent.) He calls on Arizona Attorney General Kris Mayes to act.

Barnes rebuttal (included by Zach for balance). Barnes states: "There was nothing wrong at all with any aspect of TPUSA's finances. They clearly complied with tax law. There was no fraud there… all the accusations are false. There's no proof to them whatsoever." Barnes also disparages Candace Owens. Zach closes by comparing Turning Point's alleged posture to mobsters convicted of tax evasion (Capone, Cohen, Costello) and asks viewers for their view.
