No Security Plan for the September 11, 2025 Event (Alleged)

Everything on this page is an allegation made by other people — principally Candace Owens, relaying an anonymous tipster on her podcast. This site does not allege that any security plan was missing, that anyone was negligent, or that anyone had foreknowledge of the assassination. We document what was said publicly, who said it, who disputes it, and what remains unverified. The claim is unproven and is the subject of pending litigation.

The Allegation in One Sentence​

Candace Owens alleged that TPUSA security — specifically contractor Brian Harpole of Integrity Security Solutions and TPUSA security director Dan Flood — had no pre-existing security plan and no police coordination prepared for Charlie Kirk's scheduled appearance on September 11, 2025, the day after his assassination. Again: that is her allegation, not this site's.

Background: The Event That Never Happened​

Charlie Kirk was fatally shot on September 10, 2025 at a TPUSA "American Comeback Tour" event at Utah Valley University in Orem, Utah. He was scheduled to speak the next day as a featured speaker at the Truth & Liberty Conference at Charis Bible College in Woodland Park, Colorado (part of Andrew Wommack Ministries).

After the assassination, organizers revised that schedule. Kirk's slot became a tribute, vigil, and panel honoring his life and legacy, with prayer, video tributes, and discussion. Security was heightened for the revised event, and hundreds attended. The Colorado stop was not canceled outright — it was significantly altered.

What Owens Said​

Owens — a former TPUSA employee who has extensively questioned the assassination, TPUSA's handling of it, and its security posture — said on her podcast (reported around early January 2026) that she received a tip from someone "directly involved" in planning the Colorado event.

Reported details from her statements, compiled from news coverage and circulated podcast excerpts:

  • After the assassination, "there was a bit of a panicked meeting that took place which was headed by the chief of police."
  • Organizers decided to transform the event into a vigil.
  • "They were panicked because, believe it or not, they had absolutely no security plan in place. They thought how odd we don't have a security plan in place."
  • "No police officer involvement scheduled. Nothing. Suddenly they're panicked because they realize they don't have anything scheduled."
  • She questioned why TPUSA security had not coordinated with Colorado police departments in advance, given that Harpole had publicly described the team's normal process — advance work, plans, questionnaires, permitting, and coordination with local police.
  • The tipster reportedly found it odd that nothing was prepared for the next day's high-profile stop, especially since Harpole later described rigorous planning for events, such as the UVU stop being planned weeks in advance.

Owens framed this as another "glaring oddity in this security protocol" and suggested it raised questions about foreknowledge or negligence — at one point putting it as "as if they knew [Kirk] wouldn't make it." She contrasted the tip with Harpole's remarks on The Shawn Ryan Show about advance security work, rooftop concerns, drone issues, jurisdictional limits, and coordination with local and campus police.

She has not publicly identified the tipster. No independent verification of the tipster or of the "no plan" claim appears in reporting.

Responses and Denials​

This section matters as much as the allegation. The people named dispute it.

TPUSA addressed Owens' wider conspiracy claims as "utterly vile," as misrepresentations, and as unfounded. The organization invited her to a livestream Q&A to discuss her questions about the assassination while criticizing her for naming staff and pushing unproven theories. TPUSA has emphasized its audits, threat awareness, and a prioritization of open outreach over maximum-security posture.

Brian Harpole sued Owens — and others, including a podcast guest — for defamation, false light, and conspiracy, in a suit reported as filed around April 2026 in federal court in Tennessee. The suit targets claims that he conspired in the assassination (including an alleged secret planning meeting at Fort Huachuca with Erika Kirk and military and intelligence figures) and statements portraying him and his team as incompetent or professionally negligent in security planning. Harpole denies the claims, says they are contradicted by records and travel logs, and alleges reputational and business harm. He has rejected the broader conspiracy narratives. Owens has responded to the suit by standing by her criticisms.

On this specific tip, available reporting contains no prominent public denial or confirmation from TPUSA or Harpole addressing the "no plan for September 11" claim on its own — it is subsumed under their general pushback against Owens' theories.

Broader Security Context​

The allegation sits inside wider scrutiny of TPUSA and Kirk's security at UVU and across the tour. These are context, not corroboration:

  • TPUSA security had limited jurisdiction — focused on Kirk's immediate vicinity, relying on local and campus police for perimeter and rooftops. See Day-of Security.
  • Reports of no counter-snipers, drone restrictions under FAA and campus rules, varying security levels across venues, and no re-entry policies or metal detectors at some stops.
  • Harpole has stated his team raised rooftop and staffing concerns beforehand but was limited by jurisdiction and by what approvals allowed.
  • A parallel, separately sourced claim about a missing next-day plan is documented at The Next Event Had No Security Plan — note that page names the venue as "Therese Bible College," while the Owens account describes Charis Bible College. Whether these are the same claim garbled in transmission is itself unresolved.

How It Spread on X​

The claim went viral in early January 2026 (roughly January 8–10) after Owens' podcast episode, with video clips widely shared. Engagement concentrated in conservative, conspiracy-oriented, and TPUSA-critical circles.

Amplification themes

  • Framed as a "bombshell" or "smoking gun" — posts argued it showed they "knew Charlie wouldn't make it."
  • Clips of Owens' tipster story were paired with Harpole's Shawn Ryan Show comments.
  • High-engagement posts (thousands of likes and reposts, view counts reported in the 100k–300k+ range) came from accounts including @ProjectConstitu, @LegitTargets, and @itsmorganariel.
  • Users linked it to other alleged lapses — rooftops, drones, the car ride to the hospital, 911 calls, coordination failures.

Skepticism and defense

  • Users questioned the anonymous tip's credibility with no named source.
  • Others noted the event became a vigil with heightened security, which complicates the "nothing was scheduled" framing.
  • Defenders cited jurisdictional limits and normal reliance on local police as the explanation.
  • Broader criticism of Owens' theories as extreme or harmful appeared throughout replies.
  • Discussion resurfaced through 2026 alongside the Harpole v. Owens litigation, where incompetence claims form part of the alleged harm.

Owens herself has posted extensively on related security questions — the car ride details, calls to Ben Shapiro's security team, Harpole stories, and the unidentified 911 caller from the team. In sampled results she had not posted the exact "no plan" clip, but continued questioning TPUSA security practices.

Sourcing​

The allegation stems primarily from Owens' podcast, with video clips and transcripts referenced in news coverage by outlets including Hindustan Times and Times of India, which reported her words directly. No independent verification of the tipster or the "no plan" claim appears in reporting. It remains Owens' allegation, based on an anonymous source.

Open Questions​

  1. Can Charis Bible College, the Truth & Liberty Conference organizers, or Woodland Park police produce a pre-September 10 security plan or coordination record for the September 11 event?
  2. Was any advance questionnaire or permitting packet submitted for the Colorado stop, and on what date?
  3. Who convened the reported "panicked meeting headed by the chief of police," and does a record of it exist?
  4. Is the tipster a real participant in event planning, and will they be identified?
  5. Does the venue discrepancy — Charis versus Therese Bible College — indicate two separate claims or one claim distorted in retelling?
  6. Will discovery in Harpole v. Owens put the underlying planning documents into the public record?
