UVU Campus Security Gaps on September 10

The Kirk assassination brought scrutiny to layered security gaps at Utah Valley University — some documented in GRAMA records (@danksterintel / Daily Caller News Foundation), others alleged in reporting, post-event photography, and public interviews. This page catalogs gaps without asserting that any named official intended harm or committed wrongdoing.

Hybrid security model

The event used a hybrid model: TPUSA private security for close protection alongside a lighter UVU campus police footprint than some prior Kirk appearances reportedly received.

Commentators debate which layer owned rooftop overwatch and building envelope security. Contracts and after-action reports are not public.

Pre-event measures (what existed)

According to compilations from GRAMA review and mainstream reporting:

  • Metal detectors and bag checks at the outdoor amphitheater entrance
  • TPUSA private security inside the "bubble" around Kirk
  • Limited perimeter around the speaking area — not a full rooftop or building envelope

That configuration left elevated positions — especially the Losee Center rooftop ~150 yards from the tent — outside the screened entrance zone.

Orem PD joint unit failure

According to the GRAMA thread, UVU pays Orem Police Department annually for a joint Public Order Unit designed for large campus events. On September 3, Orem PD emailed UVU the Charlie Kirk ticket link (subject: "Charlie Kirk Tickets") — correspondence researchers treat as part of the same coordination track.

According to @danksterintel:

  • The joint unit was never activated for the September 10 event
  • No Orem officers were on site during the speaking program
  • After the shooting, Orem PD reportedly said it was "not involved" — a statement commentators contrast with the September 3 email and the standing paid unit

Rooftop and perimeter vulnerabilities

Losee Center rooftop

Prosecutors allege the shot came from the Losee Center rooftop. Security criticisms include:

  • No publicly released proof that UVU police conducted a pre-event rooftop sweep of Losee Center despite reported pre-event assurances
  • Unmonitored building access — charging documents describe suspect entry via southeast doors and roof climb ~12:17 p.m.
  • Surveillance gaps on surrounding structures
  • Weeks later, Fox News published photos reportedly showing rooftop access paths still obtainable, renewing scrutiny

Jeff Long and the staffing ceiling

Jeff Long, UVU Police Chief, led the campus contingent described as ~six officers — roughly one quarter of the entire department. Researchers note that force size alone cannot explain every gap, but it frames why full-building envelope coverage (rooftops, tunnels, adjacent structures) may have been deprioritized relative to amphitheater entrance screening.

Brian Harpole's pre-event warnings (attributed)

According to public interviews Brian Harpole gave — including accounts circulated from the Shawn Ryan Show and Salt Lake Tribune — he:

  • Texted Chief Long about rooftop concerns before the event
  • Criticized UVU afterward for failing to secure rooftops "as promised"
  • Stated he heard "two distinct sounds" at the moment of the shot (his perceptual account, not a ballistics finding)

Harpole and Long are believed alive. All statements here are attributed to Harpole's public accounts, not asserted as established fact. Inclusion does not imply Harpole or Long committed any illegal act.

Dan Flood and TPUSA coordination (attributed)

Dan Flood, TPUSA Head of Security, was reportedly in the immediate post-shot group with Harpole. Security Team commentary questions whether TPUSA security and UVU police coordinated rooftop responsibility in writing before the event — contracts are not public. The September 9 undelivered Kirk message (Pre-Shooting Warnings) adds a separate GRAMA-documented coordination question; researchers note no released record showing Flood's team was notified.

Private security detail — body cameras and "lighter" coverage

According to the CK research file and @danksterintel threads:

  • Kirk's detail was Rockhouse Integrity Group LLC (dba Integrity Security Solutions), founded by Brian Harpole
  • The arrangement was reportedly lighter than Kirk's prior events
  • Campus officers reportedly wore no body cameras; the private detail also reportedly had no bodycams — limiting independent review of perimeter disputes

At the shot, Harpole and Dan Flood reportedly shielded Kirk in the SUV alongside Rick Cutler, Justin Davis, and Frank Turek (per circulated rosters).

Law-enforcement coordination beyond Orem

  • FBI assumed lead role; local agencies coordinated manhunt
  • UVU surveillance tracked the suspect path per charging documents (UVU Campus Police)
  • Allegations (project note) that FBI told locals not to interview witnesses — unverified; see Government Agency Claims

Post-event security narrative

UVU's public messaging emphasized campus closure, counseling, and policy reviews. Critics contrast that with:

  • Rapid courtyard paving (Pavers, Hardscape Specialties)
  • Withheld GRAMA pages beyond the initial 112-page release — redactions citing Utah Code 63G-2-305(11) (security of public property) and privacy exemptions (Pre-Shooting Warnings)
  • Russell Kennington — circulated reports of a trespass/obstruction arrest ~24 hours post-event at the UVU scene (Russell Kennington); public-records accounts conflict — treated as a separate distraction thread from the Tyler Robinson capital case, not proof of scene tampering

Key open questions

  • Who owned rooftop clearance — UVU PD, Orem joint unit, TPUSA, or some combination?
  • Why was the joint Public Order Unit not activated after the September 3 Orem ticket email?
  • Were pre-event promises to secure Losee Center documented in unreleased contracts or GRAMA pages?
  • Did anyone deliver the September 9 Kirk warning to Flood or Harpole — or was escalation limited to internal UVU email?

Laws (Charlie Kirk)

UVU security staffing rosters for September 10, TPUSA private-security contracts, unreleased rooftop camera footage, and the full GRAMA set UVU acknowledges withholding are among disclosures the Charlie Kirk Investigation Laws may force into public view.

Security-Gap Claims Amplified After GRAMA Releases

GRAMA-driven X coverage (@danksterintel / Daily Caller chain) remains the backbone of security critique:

  • Only ~six campus officers for a crowd later described as ~3,000; UVU–Orem joint Public Order Unit not activated.
  • False "suspect in custody" alert minutes after the shot; later Run-Hide-Fight text still containing "[INSERT location]" placeholder.
  • Faculty active-shooter training gaps and no on-site ambulance coordination noted in the same records discussion.

Citizen investigators treat these as either catastrophic negligence or worse; official defenders call them resource and communication failures under surprise attack. Document both readings.
