UVU Campus Security Gaps on September 10

The Kirk assassination exposed layered security failures at Utah Valley University — some documented in GRAMA records, others alleged in reporting and post-event photography.

Pre-Event Measures (What Existed)

According to compilations from the trash campus_security analysis and mainstream reporting:

  • Metal detectors and bag checks at the outdoor amphitheater entrance
  • TPUSA private security for close protection (hybrid model with campus police)
  • Limited perimeter around the speaking area — not a full rooftop or building envelope

Documented Institutional Failures (GRAMA)

From @danksterintel review of 112 pages of UVU GRAMA records (also on Pre-Shooting Warnings):

FailureDetail
Understaffing~6 campus police for ~3,000 attendees
Joint Public Order UnitUVU-funded UVU–Orem unit not activated
No ambulance on siteMedical response delayed
No outside LE coordinationDespite Orem PD sending ticket link Sept 3
No active-shooter faculty trainingDocumented gap in records
False first alert"Suspect in custody" 19 min post-shooting — not true
Placeholder alert text"Shooter in [INSERT location]" 88 min post-shooting

Rooftop and Perimeter Vulnerabilities

Losee Center Rooftop

Prosecutors allege the shot came from the Losee Center rooftop (~150 yards). Security criticisms include:

  • Unmonitored building access — Fox News published photos weeks later showing a path to the rooftop still obtainable (Fox News)
  • Surveillance gaps on surrounding structures
  • No publicly released proof that UVU police conducted pre-event rooftop clearance

TPUSA vs. Campus Roles

Commentators debate whether TPUSA production/security or UVU police owned rooftop/overwatch responsibility. Contracts and after-action reports are not public.

Law-Enforcement Coordination

  • Orem PD sent UVU a Charlie Kirk ticket link September 3; post-shooting statements reportedly said Orem was "not involved"
  • FBI assumed lead role; local agencies coordinated manhunt
  • Allegations (project note #1) that FBI told locals not to interview witnesses — unverified; see Government Agency Claims

Post-Event Security Narrative

UVU's public messaging emphasized campus closure, counseling, and policy reviews. Critics contrast that with rapid courtyard paving (Pavers) and withheld GRAMA pages beyond the initial 112-page release.

Laws (Charlie Kirk)

  • UVU security staffing rosters for September 10, TPUSA private-security contracts, unreleased rooftop camera footage, and the full GRAMA set UVU acknowledges withholding are things that the Charlie Kirk Investigation Laws may result in powerful truths coming out that aren't out yet.
