Stingray Device at UVU (Claims)

Commentary alleges that Turning Point USA brought an IMSI catcher ("Stingray") to UVU on September 10, 2025 — the same day Charlie Kirk was killed — as part of a broader mass surveillance pattern at TPUSA tour stops. This page documents the claim and its limits. We do not assert that TPUSA or any employee operated an illegal device or knew of the killing in advance.

The allegation​

From CK_FILE / X research threads (including @ProjectConstitu surveillance reporting):

  • TPUSA allegedly deploys Stingray-class devices at "Make Heaven Crowded" tour locations.
  • Poster claims photo proof of a device at UVU on Sept 10.
  • Framed as supporting the theory that TPUSA functions as a mass surveillance operation.

This is a mass-surveillance allegation, not proof anyone on the TPUSA side knew of violence in advance or participated in the killing. We do not assert illegal operation of an IMSI catcher or foreknowledge by any living person.

What a Stingray does (technical context)​

IMSI catchers mimic cell towers, forcing nearby phones to connect. Agencies use them to:

  • Collect subscriber identifiers (IMSI) in bulk
  • Log movement paths during an event
  • Fingerprint devices for later matching even after SIM swaps

If present at UVU, such a device could theoretically log phones at the rally — including foreign-registered devices discussed on Israel/NSA cellphone pages. Presence would not, by itself, prove operational involvement in violence.

UVU institutional CCTV (Losee, campus drive, parking)​

Gaps in the 08:29–11:50 window and low-resolution public releases are chain-of-custody questions, not proof of Stingray deployment. They matter because foreign-phone and IMSI theories are often stacked atop the same September 10 timeline.

Ring and WYZE neighborhood cameras (morning chain)​

The morning Tyler Robinson timeline on Ring and WYZE cameras (8:07, 8:23, 8:29, 9:57, 11:44, 11:49 per Tyler on Cameras) is a parallel surveillance layer to campus CCTV — citizen-owned devices vs institutional HD. Researchers compare:

  • Outfit change narrative between morning street sightings and afternoon rooftop attire
  • Identification supplied by captions after the fact (Tyler as Placeholder)

Neighborhood footage does not confirm or refute a Stingray; it shows how multiple sensor classes surrounded the event.

N1098L HADES passes near campus (same day)​

Open-source ADS-B places U.S. Army HADES ISR jet N1098L in two very low passes near UVU on September 10 — ~9:16 a.m. and ~12:48 p.m. (September 10 Timeline, Proof Intel — N1098L). Analysts speculate drone deploy/retrieve or ISR collection; mission logs are not public.

An aircraft pass is not proof it collected phone identifiers or knew of the shooting in advance. It is another surveillance-class data point on the same calendar day as the Stingray allegation.

Foreign-Registered Phones Allegedly Pinged at UVU​

The Stingray claim is cited alongside a separate surveillance allegation in the CK research file. According to posts attributed to Tony Seruga, raw GPS data allegedly showed 44 foreign-registered cellphones in the immediate area of Charlie Kirk when he was shot — reportedly 16 Israeli, 13 Chinese, 12 Russian, and 3 Iranian. A separate, earlier report cited in the file claims the NSA detected 12 Israeli-registered cellphones at the site, handed the data to federal law enforcement, and passed it to the White House.

According to the same posts (attributed to Tony Seruga, Ian Carroll, and related X threads), 16 Israeli-registered phones were allegedly present at UVU at the moment of the shot, with 4 later traced to the Islamabad Serena Hotel during Iran peace talks — see Israel — Islamabad Serena Tracking, Israelis at UVU, and Proof Intel — Israeli Phones Bumblehive.

These are unverified claims; presence of a foreign-registered device near an event is not proof of operational involvement in violence or foreknowledge by any person or government.

Ryne Simmons witness video — FBI delete request (reported)​

Witness Ryne Simmons reportedly filmed the assassination in 4K / 60 fps, sent footage to the FBI, and was instructed to delete his copy (he says he kept one). Compiled on UVU Social Media Response and UVU Student Reactions. This is an unadjudicated allegation about evidence handling — not proof of Stingray use or TPUSA involvement.

Bumblehive / NSA Utah Data Center (Cited Context)​

The research file ties the surveillance theory to the NSA's Utah Data Center in Bluffdale, Utah, nicknamed "Bumblehive." According to Tony Seruga's posts, "cross-pollination" of call, text, location, app, and Wi-Fi metadata allegedly lets the system re-identify even a "burner" phone to its real owner after roughly 30–60 days of use. An IMSI catcher operating on-site would, in theory, feed the same identifier-collection pattern. A noted alternate explanation in the file: UVU hosts the region's largest Center for National Security Studies program, so foreign nationals may legitimately be present.

Geofencing Pattern: Show Faith By Works​

The research file cites "Show Faith By Works" — described in posts as a company allegedly hired to geotrack Charlie Kirk's fans after his memorial and churchgoers across America. According to those posts, FARA filings reportedly reveal 523 US churches geo-fenced for targeted advertising aimed at worshippers' phones. This is presented as part of the broader alleged mass-surveillance pattern, not as proof of any role in the shooting.
