Critical Request: UVU House / Charlie Kirk Report

UVU's own After-Action Report left out the one place that could crack this case open. Utah Valley University owns a house on the hill directly across Campus Drive from the Losee Center, at 691 W 925 S, Orem. It sits above the construction site. The rooftop man's exit path runs right beside it. The rifle was found at the base of that same hill. Vehicles were parked in front of it on the day Charlie Kirk was killed.

UVU's 158-page report on September 10, 2025 never mentions that house once. Not in the text, not in a footnote, not on a map.

So @HolonCitizen is asking UVU for a second report: the UVU House / Charlie Kirk Report. It should answer who was in the house, whose vehicles those were, who asked UVU to use it, who at UVU said yes, and what they were doing there.

Questions, not accusations

UVU, the house's prior owners, and the Theobald family are not accused of anything on this page. The "staging house" and "command center" claims are citizen-investigation allegations, not established facts. Tyler Robinson is charged, not convicted. Everything below is framed as questions UVU can answer and records UVU holds. That is exactly why UVU should publish them.

The request​

The UVU After-Action Report, dated September 25, 2026, standing as a printed document

I (@HolonCitizen) ask UVU to release a "UVU House / Charlie Kirk Report" that answers:

  1. Who was inside the house on September 10, 2025?
  2. Whose were the vehicles parked in front of it?
  3. Who asked UVU for permission to use it?
  4. Who at UVU approved it?
  5. How long were they there?
  6. What equipment did they bring?
  7. What was their mission?

UVU owns this house. UVU holds the keys, the use approvals, the emails, and its own camera footage. UVU can answer every one of these questions. A 158-page review that was really trying to get to the truth would have a whole chapter on this house.

Why this house matters​

  • The gun was found at the base of the hill between the house and the road. Citizen posts place the rifle recovery in the wooded strip in front of this block (gun recovery site, where the gun was dropped). UVU's report only says "follow-up search activity nearby led to the recovery of a rifle" (PDF p. 50). It never says where.
  • Strange vehicles were parked there. Aerial imagery of September 10, 2025 shows a white box truck with a rooftop air-conditioning unit, a white trailer, a flatbed crane truck, and a dumpster packed into the driveway. One person called them "operator vehicles", the kind a SWAT or tactical team uses. Citizen investigators say a box truck and a delivery truck were placed to barricade the house so there was only one way in (the staging allegation).
  • The house is elevated with a clear view. It sits on the hill above Campus Drive. Citizen investigators say it looks straight down on the Losee Center roof, where the rooftop man was, and over his exit path.
  • The rooftop man's exit path ran directly beside the house. He jumped from the roof, crossed Campus Drive, went through the construction area, and went up the sidewalk next to the house.
  • Then the trail goes cold. My worry: the rooftop man's escape may have been to go into the house, and a vehicle then drove him away. That would explain why no doorbell camera farther down the block picked him up after the house. That is a question, not a finding, and the house's use records would settle it.

What UVU's report says, and where it stops​

We searched all 158 pages. We extracted the text layer of every page, then rendered and OCR'd all 68 pages that are images only (the timeline tables, charts, and appendices). We searched for house, home, residence, 925, 691, construction, across the street, box truck, delivery truck, vehicle, parked, off-campus, and neighbor.

What the report does say points straight at the house:

  1. The shooter walked north across Campus Drive. The timeline (PDF p. 21, printed p. 20): "Surveillance footage captured the assailant fleeing across the roof and jumping off." Then: "Surveillance footage captured the assailant walking northbound across Campus Drive."
  2. Police told the EOC the suspect went north. PDF p. 23: Chief Long and Orem police "briefed the EOC Staff that the suspect had fled northbound and remained at large."
  3. UVU's own words tie the house to Campus Drive. When UVU bought the house, its board paper said it has "excellent access to the University from Campus Drive." The report follows the shooter across that exact road, toward UVU's own house, and then stops.
  4. The report cares about vantage points everywhere else. It praises the Fugal Building command post as "a strong vantage point" (PDF p. 87). It tells UVU to plan for "rooftops, windows, stairways, ladders, parking structures, tree lines, and other areas that overlook the" event (Appendix D.5, PDF p. 148). It never asks who was looking down from UVU's own house on the hill.

Why leaving it out matters​

The After-Action Report reads as a report built to limit UVU's liability, not one built to find who killed Charlie Kirk:

  • It says its job is planning, staffing, command, alerts, and law. It says it does not examine who killed Charlie Kirk.
  • Its headline conclusion (printed p. 10) is that no UVU employee acted "in bad faith or in willful and wanton disregard for the safety of others." That is the legal threshold that matters in a lawsuit. UVU paid for the review.
  • It drew on 70+ interviews and "thousands of pages" of records, and did not write one sentence about a UVU-owned property that overlooks the shooter's roof and his escape route.

If UVU doesn't cover this house, the report is a cover-your-backside report. Covering this house is probably the single most useful thing UVU can do to crack open a bigger, more sophisticated group of people who carried this out.

UVU owns the house​

  • Address: 691 W 925 S, Orem, UT 84058. College Heights, Plat J, Lot 2. 1.239 acres, 7,486 sq ft, 6 bedrooms, built 1980. County serial 36:443:0006.
  • UVU bought it by warranty deed entry 46392-2019, recorded May 24, 2019, for $900,000.
  • UVU's board minutes (June 18, 2019) call it "contiguous to campus" with "excellent access to the University from Campus Drive." The stated use was "hosting events or housing campus visitors."
  • Tax notices go to UVU at 800 W University Pkwy. UVU still holds title.
  • It is about a quarter-mile north of campus, on high ground over UVU.

The man in black at the construction site​

The construction site at the base of the hill is where a worker met a man in black minutes after the shot. It aired on CNN's Erin Burnett OutFront (correspondent Ed Lavandera) on the evening of September 11, 2025, while federal marshals were still searching.

  • The witness on camera: Dylan Hope, 26, an electrician working next to UVU (Dylan Hope). The site is 785 College Dr, Orem.
  • The actual eyewitness: Hope's coworker, the excavator operator, who spoke face to face with the man. He has never been named or interviewed on camera.
  • The description, in Hope's words: "Black sunglasses. He had a black COVID mask. He had a black trench coat, black cargo pants, and he was wearing a small backpack, and he also had long, greasy black hair."
  • The man came up from the direction of the shooting, said "someone's been shot," said he was "just trying to get home safe," and asked to cut through the site. This was before any sirens and before the evacuation. "The guy was already trying to leave."
  • About an hour later a sheriff's officer showed the crew a photo, and the operator said it matched. Hope later said that photo "did not seem to look like the one the F.B.I. released to the public."
  • Tyler Robinson (charged, not convicted) has short hair and was photographed in a T-shirt and jeans. That doesn't fit "long, greasy black hair."

In the first hours, the press put the search on a university-owned house. A newspaper passage saved on this site reads: "Police activity early on centered around a house owned by the university that is under construction, with local residents seeing officers and dogs searching the property." The Telegraph quoted Hope: "a SWAT team of 30 officers descended on the site at around 2pm on Wednesday and searched the wooded area with dogs before scouring the home." USA Today's Will Carless said on camera that the trail "leads directly up into this property." Whether that searched house is 691 W 925 S has not been confirmed from a parcel map, which is one more thing UVU's records would settle.

What citizen investigators say about the house (unverified)​

  • @DiligentDenizen "command center" video, August 9, 2026 (post on X). On the morning of 9/10, a box truck and a delivery truck were parked to barricade the property. One truck was up over the curb and landscaping, and a dumpster was pushed against the house, so the only way in was one door. "You can see the entire roof of the Losee Center from that house." "They would be able to keep eyes on the shooter the entire time."
  • A 5G tactical comms mast at the construction site, August 10, 2026 (post on X). The antenna looks like one marketed "for fleet and public safety vehicles" (the comms mast).
  • UVU ownership noticed, August 9, 2026 (@xcryptoace33 on X).
  • A Ring camera at 680 W 925 S, on the same block, shows a grey Dodge Challenger at about 00:30 on September 11 (the W 925 South block).

The full list of records UVU should release​

  1. Who occupied or used 691 W 925 S on September 8, 9, 10, and 11, 2025.
  2. The vehicles in front: make, plate, USDOT number, registered owner, and who drove them.
  3. Who asked UVU for permission to use the house, in writing, and when.
  4. Who inside UVU approved it (name, title, date), plus every email and every key or access log.
  5. How long they were there: arrival and departure times.
  6. Every person present, and the agency, company, or contractor each worked for.
  7. Every piece of equipment on site, including any antenna or comms mast, and who owned it.
  8. The mission: why they were there, and who they reported to.
  9. UVU's own camera footage covering the house, Campus Drive, and the construction site.
  10. The construction contractor's equipment and access logs for that week.

What you can do​

  • Ask UVU, publicly and politely, to release the UVU House / Charlie Kirk Report. Tag UVU on X and link this page.
  • Share the slides below. They were built to be read in three seconds each.
  • File a records request. UVU is a public university and its property records are public records.
  • Support the Charlie Kirk Disclosure Laws. If UVU won't release this, the laws force it out.

If UVU won't release it​

This is exactly what the Charlie Kirk Disclosure Laws are written to force out. They compel records out of government and out of private companies. Under Law #4, trusted investigators can take testimony under threat of perjury, which means prison if they lie.
