What This Video Is
A 1 minute 48 second silent compilation posted by Project Constitution. It has two halves that do different jobs: a graphics section built from screenshots and tracking data, then a long run of high-altitude aerial imagery of the campus. A TikTok watermark on the aerial half credits a different account, so the footage and the framing come from different hands and the video is an assembly rather than an original capture.
There is no narration and no speech of any kind. The transcription produced for this file is empty, which is correct: the only audio is a repeating electronic synth bed. Every assertion in the clip is made by a caption or by the choice of what to put next to what.
What The Footage Shows
The first seventeen seconds are the argument. A screenshot of the homepage of an aerial survey firm, showing a white twin-engine turboprop and a menu of GIS and imaging services. Then an annotated map titled, in the video's own words, "Apparent Aerial Surveillance Contractor Flights over Utah Valley University Just Prior to the Charlie Kirk Shooting", with colour-coded flight lines and pass timestamps laid over the campus. Then a screen recording of an ADS-B Exchange session showing circuits flown over Orem. Then three text slides in sequence: the firm's client list, which includes federal, state and foreign government customers; an aircraft comparison between a Piper Navajo and a Swearingen Merlin III; and a grid of sensor photographs including LiDAR and survey camera heads.
From 0:15 to the end the video plays aerial imagery: near-vertical views of the campus, its brick academic buildings, flat roofs, parking lots full of cars, walkways and adjoining suburban streets. The camera pans, tilts and zooms slowly. Several passes centre on the outdoor amphitheatre where hundreds of people are seated in curved rows, indistinguishable as individuals at that altitude. The same sweeps repeat with small variations across the second half, which suggests the maker had a short clip and stretched it.
Now the distance between the two halves. The graphics establish that a survey operator with government clients flies this class of aircraft and that circuits were flown over Orem. The imagery establishes that somebody filmed the campus from height while the crowd was seated. What the video never does is join them: nothing on screen shows that the aerial footage came from that operator, from that aircraft, or from any of the tracked passes. The word "apparent" in the video's own map title is carrying the whole claim, and it is the video's own hedge. The tail number this clip is filed against is likewise not shown anywhere in it.
It is also worth saying plainly that aerial survey flights over a university are ordinary. Campuses are photographed for mapping, planning and utility work routinely, and a contractor's client list is a description of its business rather than evidence about any particular flight. The question the video raises -- what was overhead, when, and why -- is a fair one, and it is handled with actual records elsewhere on this site.
