What Is Said
Owens begins with the observation the segment is built on: "People who immediately testified after Charlie got hit said that they saw Charlie get shot in the chest."
She recalls having covered the early interviews on the day, and says she and her team began profiling the people who appeared: "many of the people who spoke to the news were all bizarrely, somehow politically connected." She names one and refers to a Utah political campaign.
She then plays three short interview excerpts back to back. The first: "I heard a loud bang, which I figured a shot would be a little bit louder, but I just saw it hit him in the chest, and then, all of a sudden, just tons of blood gushing right out where his heart is." The second: "The direct shot to the heart... right where his heart is, it started going red." The third: "All of a sudden, I just saw an eruption of blood come out of Charlie's chest, and then his whole body recoil, and go limp."
Owens' reading of those three accounts is the hardest passage in the clip, and it is an accusation: she states that the descriptions do not match what she believes the footage shows, and asserts that the speakers were providing a description of something that did not occur, and doing so knowingly. She says she intends to investigate who they are.
That is Owens' allegation about private individuals who gave interviews. This site records that she made it and does not adopt it. The site's own treatment of the same mismatch, at wrong witnesses, is explicit that recording a discrepancy is not an allegation of bad faith: people under extreme stress routinely misremember, sightlines differ, a neck-versus-chest distinction is easy to get wrong in seconds of chaos, and accounts converge for ordinary reasons including hearing one another and absorbing the same early news framing.
The second half is her physical theory, stated as such: "my theory is that the shape charge was intended to hit his chest, but something went wrong because a shape charge, like I said, can be directed but it is not an exact science." She proposes that a redundant second microphone was rigged, that the intended effect was a chest wound consistent with the white shirt he was wearing, and that because of how he was crouched it instead struck his neck. She frames the consequence as panic rather than plan: "They panicked... the plan did not go as expected. In my opinion, I have not seen any convincing evidence to the contrary."
She then attaches several already-contested items to that frame: the removal of a camera's memory card at the scene, a phone conversation she says she had with a TPUSA figure whose manner she found nervous, and the speed with which a call was made to the widow. Those are her characterisations of living people's conduct and demeanour; the individuals concerned do not appear in the clip to respond, and nothing here is established.
Her closing is the most transparently speculative part and she flags it herself: she says she is receiving unsolicited emails claiming a device of this kind could have been assembled at a particular military installation, that she is trying to understand what her correspondents mean, and that if it were confirmed "things are going to get a lot more interesting." No correspondent, document or corroboration is produced.
