A compilation posted to X on September 13, 2026 by @ProjectConstitu (Project Constitution) puts three kinds of first-hour audio side by side: 911 callers at Utah Valley University, police dispatch radio, and the man who says he filmed the figure on the Losee Center roof before the shot — speaking, according to the post, the same account he has since given to Candace Owens. That witness describes all-black tactical clothing, a face mask, and tactical movement — not the t-shirt and jeans associated with the charged defendant.

Listen to the first voices after the bang. Not a press conference. Not Blake Neff. The 911 tape. "Who was shot in the neck?" "Charlie Kirk was." "He got rushed off in a black SUV." "Right in the neck, so I don't think he has long." "Did you see it happen?" "Yes. I saw everything." Parking-lot callers: the whole campus is running. A dad's daughter texts "shoot." Dispatch puts the school on lockdown and tells him not to text back because the phone will make noise.
Then the only person who filmed the figure on the roof before the shot. He stopped recording about five seconds before it fired. He saw a long gun. He watched the man clear the edge, drop, look, run, drop again — tactical movement, all black, face mask, skin covered, about 175 yards out. He thought it was event security until it wasn't. He reported it on campus that day. He has told Candace the same thing since: that is not the outfit they pinned on Tyler Robinson. Not a t-shirt and jeans. Tactical. And the gun he saw does not match what they are waving in court. There is still no video of Tyler aiming or firing.
Dispatch said the same thing the media buried. "All black, black long gun, black tactical helmet, a black mask, possibly a tactical vest." Then another unit: "on top of the building on the far north side, just east of the library… jeans, black shirt, black mask, long rifle." One shot. Staging at the roundabout. Meanwhile radio tells units the FBI gave "clear direction not to interview" until they arrive. An officer asks to document that there was no autopsy — death certificate signed by the hospital doctor. Then the side channel: Charlie's wife is landing, Jesse is grabbing a car, nobody can even agree if it's Signature or Duncan.

The 911 calls — the first voices after the bang
The opening minutes of the clip are callers to 911 from the courtyard and the parking lots. In the audio, one caller says Charlie Kirk was shot in the neck, that he was "rushed off in … a black SUV," and — asked whether they saw it happen — answers "Yes, I saw everything." Other callers say only that they heard a gunshot and that everyone started running.
A father tells the call-taker his daughter has texted him "there's a shoot." The dispatcher says one person has been reported injured, the school is on lockdown and buildings are being cleared, and advises him not to text back, because a phone making noise could give away where she is hiding.
These calls matter for a simple reason: they are the least rehearsed record of the afternoon. They were made before any press conference, before any charging document, and before any account of the day had been settled on.
The rooftop-video witness — "It was all tactical"
The centre of the clip is a man who says he filmed the figure on the roof. This site does not name him. In his own words, from the audio:
He was in our line of view for about 30 seconds … we saw him clear the edge of the building, and … he would go down, look around, and then run, stand up, and run, maybe 6 feet forward, and then go down, look around again … so it looked like a sort of a tactical movement, I would say, which is why I started recording.
He says he first assumed the person was event security heading toward the main tent, until the movement with a long gun struck him as strange. His account of timing:
- His video is about 20 seconds long, filming only head and shoulders once the figure was in position.
- It took the figure about 10 seconds to get from the edge of his view to where he lay down.
- The shot came about five seconds after he stopped recording.
- The figure stayed down maybe five more seconds, then "stood up and absolutely sprinted off the roof."
On what the figure looked like:
It was all tactical. He definitely had a face mask on. At the range we were at, we were about 175 yards from him … I couldn't tell race because all of his skin was covered, but I know he was wearing completely all black.
What he told Candace Owens
The narrator in the clip — presented in the post as Candace Owens — says the man who filmed the lone video of the rooftop figure told her he does not think Tyler Robinson is the person. According to her, when he reported the rooftop figure on campus that day, the outfit he described was entirely different from the one attributed to Robinson: "Tyler was just supposed to be wearing a t-shirt and some jeans … he says, no, he was in tactical gear."
She adds that the witness has experience with firearms and teaches people to shoot, and that he says the rifle he saw does not match the one presented in court. In her words, if he is called in the case, "he's going to testify and say, no, that doesn't look like the gun. That doesn't look like the person." She also states that there is no video showing Tyler Robinson firing the weapon or taking aim at Charlie Kirk.
These are the witness's statements as relayed in an interview. He has not testified under oath in State v. Robinson, and his video and campus report have not been released by any agency. Dispatch radio — "all black … black tactical helmet"
The radio section of the clip carries the look-out descriptions broadcast in the first minutes. As rendered in the post, one transmission describes a suspect "all black, black long gun, black tactical helmet, a black mask, possibly a tactical vest," and another unit places the person "on top of the building on the far north side, just east of the library … jeans, black shirt, black mask, long rifle." Units report one shot and one victim, and staging at the front of the school by the roundabout.
The machine transcript below renders some of these words differently ("possibly wearing a tactical mask in jeans," "black vests"), which is normal for compressed radio audio. Readers should listen to the clip rather than rely on either written version. "Clear direction not to interview"
Later in the radio audio, a unit says that, per the FBI, officers have been given "clear direction not to interview" until federal agents arrive, and another unit acknowledges "we were not going to interview." A further transmission says the FBI wants officers to stand by with a man at a downtown café until agents reach them. That man was a private individual who has not been charged with anything in this case; he is not named here.
An instruction to hold interviews for federal investigators can have ordinary procedural reasons. What it also means is that the first local officers on scene were told not to take statements from witnesses — which is the context for why so few first-hour witness accounts exist in any public record. "He did not go in for an autopsy"
In another exchange, an officer reports having made a records request and being told that Charlie Kirk did not go in for an autopsy and that the death certificate was signed by the doctor at the hospital. The side channel — Signature or Duncan
The clip closes on hospital-security radio: an officer is requested to stage at the emergency-room bay, and the traffic says Charlie's wife is coming to land and that "Jess" (rendered "Jesse" in the post) is going to pick up a car for her. One speaker says she is landing at Signature; another says they were told Duncan, and they decide to "play it by ear." The audio does not say which airport or FBO either name refers to. Why this clip matters
The post's argument is that the earliest audio from September 10 — callers, dispatchers and the one person who says he filmed the rooftop figure — describes a masked, all-black, tactically moving person, and that this description never became part of the public case. This site's own reading of the record, set out across the Roof and Proof Not Tyler sections, is that the figure on the roof and the harm at the stage are separate questions, and that citizen investigators on X have by a wide majority concluded Charlie Kirk was killed by an explosive rather than a .30-06 round — the state's narrative. A rooftop witness who says the figure he filmed does not match the charged defendant, in clothing or in rifle, bears directly on both questions.
Every item in this clip can be checked against records that already exist: the 911 recordings and call-taker notes, the CAD log and radio recordings, the witness's own video and his campus report, and the records request the officer describes about the autopsy. None of those records has been released.

About five seconds after I started recording. when that person fired, and I saw everything but a muzzle flash, so I did see a flash come from the edge of his gun, as you can see in the video, I could see the gun at the time, it was just a head and shoulders on the roof. He was in our line of view for about 30 seconds, so, and he ran into off with the meeting, we saw him clear the edge of the building, and, all up and down, he would go down, look around. and then run, stand up, and run, maybe 6 feet forward, and then go down, look around again. Up, 6 feet forward, until you got to get into the roof, so it looked like a sort of a tactical movement, I would say, which is why I started recording, because it was, I assumed you, the security guard would be heading towards the main tent, and be moving up and down, with, with the long down his hand, I was like, That's a little strange. Let's at least record this, because... So, by the time I had my phone out, he was in position, I was, of course, only able to film the head of shoulders, and viewing the event there on the roof. Mm hmm. So, my video is about 20 seconds. So, it took him about 10 seconds to get from the edge of our view to where he laid down a shoot. He was there for 20 seconds, walked on the video, and then about five seconds after I stopped the video, that's what he fired. Uh huh. Firing. He was maybe on the ground for five more seconds before he stood up and absolutely sprinted off the roof. It was all tactical. He definitely had a face mask on. At the range we were at, we were about 175 yards from him. I've looked up after the event. I've kind of done some scoping up little maps to see exactly how far we were. Mm hmm. I couldn't tell if he was wearing gloves, um, so I couldn't tell race because all of his skin was covered, but I know he was wearing completely all black.
I wanna remind you guys. We should take a look at their current case against Tyler Robinson to see if we should accept this narrative, because currently, there is absolutely no video, which shows Tyler Robinson firing the weapon or even taking aim at Charlie Kirk. In fact, the individual who filmed the footage of the shooter on the roof, the lone video that exists of the shooter on the roof, also told me that he doesn't think that Tyler Robinson is the guy. So how's that going to work for an eyewitness account? When he reported the shooter on the roof to Utah on the campus, he was clear that the person was wearing an entirely different outfit, then the ones that they're currently trying to claim that Tyler wore on that day. Remember, Tyler was just supposed to be wearing a t-shirt and some jeans. Uh, he says, no, he was in tactical gear. The person that I saw was in tactical gear.
Johnson, Reporter one, individual that was shot unknown where the shooter went. And that's the advised UVU in Orem has had an active shooter at a Charlie Kirk event. We're getting several calls. We're trying to get more information. She's going to be wearing all black, black, long, gun, black, tactical helmet, a black mask, possibly wearing a tactical mask in jeans. Maybe the CS building is just east of the library. He's wearing jeans, black shirt, black mask, long rifle. James UVU. There was one shot. We are seeing at the front of the school by the roundabout. Is on top of the building on the far north side, just east of the library, wearing jeans, black shirt, black vests. We are. Regional currently. Other victims. All incoming units, you guys can sample. Also, that eyewitness told me that that gun doesn't even match what I saw. And like I said, this individual definitively has experience with guns. He teaches people how to fire guns. So according to him and what he observed, if he's going to be brought into this court case, that they're saying, they want to, you know, they want to bring charges against Tyler. He's going to testify and say, no, that doesn't look like the gun. That doesn't look like the person. So how's this going to work?
