Human Requirements: Law 3 - Require Investigation
Core Requirement
Require the FBI, all law enforcement agencies, and U.S. intelligence services to actively investigate the death of Charlie Kirk. Not just disclose existing files -- but conduct a real, thorough investigation. Charlie Kirk was assassinated on September 10, 2025 at Utah Valley University, and the central question of how he was killed has never been resolved to the public's satisfaction -- which is the gap this law is written to close.

Key Distinction from Laws 1 and 2
Laws 1 and 2 force disclosure of existing records. This law forces agencies to actually DO the investigation -- to actively pursue leads, interview witnesses, analyze evidence, and produce findings.
Former NCTC director Joe Kent has said on the record that his center's parallel investigation of potential foreign ties was ordered to stop once a suspect was in custody -- exactly the kind of prematurely halted inquiry this law would make illegal to shut down.
