Human Requirements: Law 4 - Trusted Investigations
Core Requirement
Allow a specific set of trusted individuals to each have their own team within the FBI and within US intelligence to work alongside government investigators. These trusted people and their teams conduct the investigation. Nothing is allowed to stop them. They can release the information.
This law exists because Charlie Kirk was assassinated on September 10, 2025 and no agency the public trusts has examined how he was killed. The state's court case against a single charged defendant is not a substitute for that examination.
Trusted People
- Candace Owens
- Dave Smith
- Tucker Carlson
Key Points
- Each trusted person gets a team within the FBI AND a team within US intelligence
- The trusted person chooses who they do and don't want to work with on those teams
- Government employees on these teams do the actual investigation
- Nothing is allowed to stop these teams
- They are allowed to release the information publicly
- Classified information not required for results will be removed (redacted), but the results/conclusions must be disclosed
- Any government employee can submit requests to be part of these teams
- It is illegal for managers to stop government employees from joining or for there to be any persecution for participating
- Any government employee may also send information to the group for disclosure
- It is illegal to persecute anyone for doing so

Notes: Law 4 - Trusted Investigations
The research behind Law 4. Special counsels are independent but still government appointees; the 9/11 Commission had subpoena power and classified access. This draft goes further, handing investigative authority to people outside government entirely.
