The Phone Claim — From UVU to the Serena Hotel
The claim has two halves. First, that a group of Israeli-registered cellphones was on the ground at Utah Valley University when Charlie Kirk was killed on September 10, 2025. Second, that four of those same devices turned up at the Islamabad Serena Hotel in Pakistan on the eve of the April 11–12, 2026 US–Iran talks. The two halves come from different people at different times, and the numbers differ between them. This page lays them out in order.
Half one: the phones at UVU
- November 2025 — Candace Owens. In a video, Owens said she could confirm that "there were, for whatever reason, 12 Israeli cell phones on the ground at Utah Valley University the day that Charlie Kirk was assassinated." She described them as "12 personal cell phone accounts that were opened in Israel," said this was not a VPN artifact, said the finding had "completely spooked the people that are very high up in government," and challenged the administration to deny it. She showed no document.
- Insider-tip version. Posts from accounts such as @SuppressedNws1, @SilentlySirs and @LegitTargets say the NSA detected 12 Israeli-registered phones at the site, the data went to federal law enforcement and then the White House, and officials were "really freaked out."
- Tony Seruga. Seruga published a larger number. He wrote that the NSA-filtered figure of 12 "differs greatly from raw, unfiltered GPS data," which in his account showed 44 foreign-registered phones near Kirk: 16 Israeli, 13 Chinese, 12 Russian and 3 Iranian. He also wrote that dozens of IMSI-catchers (fake cell towers) were active around the event, most of them, he believed, deployed by law enforcement afterward.
Seruga published his own counterpoint: the Israeli phones could belong to foreign nationals studying at UVU's Center for National Security Studies, though he added that this "doesn't explain the Chinese, Russian, and Iranian devices."
Half two: four phones at the Serena
On April 11, 2026, Seruga posted:
"Our system just alerted us that 4 of the 16 Israeli devices that were in Utah that day, have arrived in Islamabad last evening, at the Islamabad Serena Hotel."
"Last evening" means the evening of Friday, April 10. By then the hotel had been emptied of paying guests and handed to the Pakistani government for the talks (who could get inside). The Iranian delegation landed late that night and was lodged at the Marriott. The U.S. delegation landed the next afternoon and stayed at the Serena (timeline).
The same day, Project Constitution (@ProjectConstitu) amplified the post with the headline "Israeli Cell Phones Linked to Charlie Kirk's Assassination Just Surfaced At The Islamabad Serena Hotel." That post credited Seruga and labeled its tracking graphic "a recreation and NOT real." The graphic on this page is the circulated version. Treat it as an illustration of the claim, not as the data. Where the numbers disagree

The 12 and the 16 may be two cuts of one dataset, as Seruga says, or two separate sources. One later post (@SocialmediaSvge) says "4/6," and that figure matches nothing upstream. Anyone citing the claim should say which number they mean and whose it is.
What has not been released
- No subscriber identity, device identifier, or raw location record has been published for either half.
- No NSA, FBI, DOJ or court document confirming either half has been released.
- The only tracking graphic in circulation was labeled a recreation by the people who posted it.
- Prosecutors are running a lone-defendant case against Tyler Robinson and say they have found no foreign link. Israeli Prime Minister Benjamin Netanyahu called claims of Israeli involvement a "false and outrageous" lie.
None of these facts disproves the claim. They mean it has not been independently verified. Records That Would Settle It lists the specific records that would confirm or refute each half.
What the claim does not say
It does not say who carried the four phones, and neither does this site. The delegates, officials and staff inside the hotel are listed on Who Was There only as a record of who had access. Being inside a building someone else is alleged to have been in is not an accusation against anyone.
