Records That Would Settle It
The Serena claim can be tested. Each half depends on records that exist somewhere. This page lists them, who holds them, and what each would show. A claim that points to specific, existing records is one that can be proven or disproven.

Questions for the source
The fastest progress would come from a published answer to five questions:
- What kind of data is it: carrier, SIGINT, or commercial advertising IDs?
- Is the "16" at UVU a raw count and the "12" a filtered NSA count, and is the "4" drawn from the 16?
- What time zone is "last evening"? Was it the evening of April 10 in Islamabad, before the U.S. principals arrived?
- How large is the Serena geofence, and does it include the Foreign Ministry or One Constitution Avenue next door?
- Were the four devices seen anywhere else, such as Butler, the Marriott, or Bürgenstock?
How the records could be forced out
U.S. records can be reached by FOIA, congressional request, or discovery in State of Utah v. Robinson. Pakistani records cannot be forced by any U.S. process. If the four phones were real, the Pakistani state is the party that knows whose they were. The proposed Charlie Kirk disclosure laws would compel the U.S.-held items above, including NSA collection and foreign-lead files.
