Why the Serena — A Hotel Built to Be Sealed

Pakistan had other five-star hotels available. It chose the Islamabad Serena because it can be closed off more completely than any of them. This page collects what security experts and officials said about that choice, and the history behind it.

What the security experts told Reuters​

Reuters asked former police chiefs why the talks were at the Serena (Reuters; Arab News mirror):

  • Distance from the gate. Former Islamabad police chief Tahir Alam Khan said its entry and exit points are "at an adequate distance from the main compound." A vehicle stopped at the gate is far from the buildings.
  • Security staff from the security services. The hotel's own security staff are mostly retired security officials, according to the same report.
  • Layered checks. Former inspector general Kaleem Imam described "multi-layered, strict security checks" and close coordination with state agencies.
  • Close to the seat of government. Khan also cited the hotel's "smooth access" to the Prime Minister's House and Parliament House (Arabian Business).
  • The officials' choice. Pakistani security officials viewed the Serena as the most secure option, pointing to its fortified grounds and its long record of hosting high-profile international visitors (Arabian Business).
  • Room to spread out. About 15 acres and more than 400 rooms, enough for both delegations, which Reuters put at over 150 people, to have separate wings.

Where it sits​

The Serena is on Constitution Avenue beside the Ministry of Foreign Affairs, opposite the Jinnah Convention Centre, inside the Red Zone. Pakistan can seal that district on short notice, as it did for the talks and again for the second lockdown. The hotel sits in its own grounds of about 5.5 hectares (The Hotel Itself).

It has done this before​

  • SCO summit, October 2024. Before the Shanghai Cooperation Organisation heads-of-government meeting in Islamabad, a superintendent of police from the Prime Minister's Office inspected security at the Serena and promised "robust security for the delegations" (APP).
  • Tighter in 2026. Dawn reported that the April 2026 arrangements were more stringent than those for the SCO summit (Dawn).
  • Repeat bookings by the state. The government requisitioned the hotel twice in two weeks in April 2026 (Dawn; ProPakistani).

Why the chain is hardened​

Serena hotels in the region have been targeted before:

  • Kabul Serena, January 14, 2008. Attackers in police uniforms stormed the hotel and six people were killed (Wikipedia). The Kabul hotel was attacked again in 2014 (Wikipedia).
  • Quetta Serena, April 21, 2021. A car bomb in the parking area killed five people. The Chinese ambassador was reported to be the likely target (Wikipedia).
  • Islamabad Marriott, September 2008. The truck bombing of the Marriott happened a short distance away in the same city. Reuters noted the Serena was picked despite that history (Reuters). In 2026 the Iranian delegation stayed at the Marriott.

What this means for the phone claim​

The Serena was chosen because it keeps outsiders out and because the state controls who comes in. That is also why the phone claim points to such a small group of people. This link between the hotel's design and the claim is this site's reasoning, not something the sources above state.
